DEAR NEW OWNERS-RESIDENTS

Rules and Regulations

Dear New Owner- Resident,

CONGRATULATIONS! Welcome to your new home! Whether you are renting or have just purchased or leased at Park Lake Condominiums, it has been a major decision. Either way, we are glad that you chose Park Lake at Parsons Condominiums. We are excited to have you as a new resident and that you have chosen Park Lake at Parsons Condominium Association Inc as your new community. Because we are a condominium community, some policies, rules and regulations might be different than you are otherwise used to. The COA (Condominium Owners Association – our governing body) has a set of documents that govern us.

We look forward to your residence in our community, and hope that you will enjoy living among friends. Our goal is to provide a friendly environment for everybody to enjoy and be proud to call home.

Owners and Residents

Unit owners or residents shall not make any alteration, decoration, repair or replacement, change of paint, glass panes, entry door, exterior storm/glass doors, or enclosures on balconies to any part of the units, common elements, or any condominium building without prior written approval from the Board of Directors. This includes storm doors, hurricane enclosures, and any flooring or addition to the condominium. The Board will consider written requests. Nothing shall be affixed, attached, hung, displayed, or placed on the exterior walls, doors, roof, balconies, or windows of the buildings (including awnings, storm shutters, screens, fixtures and equipment), and no shrubbery, flowers, trees, vines, grass, or other plants may be planted, hung, or placed outside the unit or on balconies, without prior written consent from the Board. Balconies must stay clear and be kept clean at all times. Any unit owner may display one portable, removable United States flag in a respectful manner.

Any unit owner desiring to lease or sell his/her unit must submit an application with all proper documentation and a check for $100 per applicant, payable to Park Lake at Parsons Condominium Association, Inc., at least ten (10) days prior to the effective date of the proposed lease or sale. Married couples, with or without minor child(ren), submit one complete application and $100. Unmarried couples, with or without minor child(ren), must submit two complete applications and $100 per adult. One adult, with or without child(ren), submits one complete application and $100. Application fees for applicants outside the USA vary by country and processing time, and additional documents may be required (passports, visas, etc.). Legal action will be taken to remove anyone not approved in advance by the Association, and the cost will be assessed to the owner.

Each condominium unit shall be used only as a residence, with no more than six persons continuously residing, excluding visitors and guests. A “visitor” or “guest” is any individual not named as a tenant on the lease between the unit owner and their tenant(s). Visitors and guests may not occupy or reside in the unit for more than seven (7) consecutive days without Association approval. Each continuous resident must be named as a tenant on the lease and sign it as a party.

Each unit owner shall maintain his or her unit in good condition, including all internal surfaces, maintain and repair the fixtures therein, and promptly pay for any utilities metered separately to the unit. Any interior repairs (plumbing, electrical, HVAC, etc.) are the responsibility of the owner. Unit owners’ complaints regarding the maintenance and operation of the condominium shall be made in writing to the Board of Directors.

No signs, advertising, or notices of any kind, including “For Rent” or “For Sale” signs, shall be displayed on any condominium unit, common element, or limited common element, or posted in a manner visible from the exterior of any unit (such as through a window), without prior written approval from the Board of Directors.

Soliciting is strictly forbidden. Unit owners should notify the Association if a solicitor appears, and appropriate action will be taken.

No owner or resident shall permit anything to be kept in the unit that will increase insurance rates on the common or limited common elements, obstruct or interfere with the rights of other owners or residents, or create a life-safety hazard; nor shall any nuisance, immoral, or illegal act be committed or permitted in a unit, the limited common elements, or the common elements.

Each unit owner and resident shall abide by the bylaws and these rules and regulations, as adopted in writing from time to time by the Board of Directors. ALL UNIT OWNERS ARE RESPONSIBLE TO FURNISH A COPY OF THE RULES AND INSTRUCT THEIR GUESTS AND TENANTS TO OBEY ALL RULES AND REGULATIONS OF PARK LAKE AT PARSONS CONDOMINIUM ASSOCIATION. Unit owners who rent or lease their unit are responsible for the conduct of their residents. Any infraction of the rules shall be directed to the owner of the unit.

Unit owners or residents who violate these rules shall be responsible for all costs incurred by the Association in rectifying the non-compliance, including court costs, reasonable attorney’s fees, and the removal of all articles, vehicles, and substances placed on the condominium property in violation of these rules.

General Information for Owners and Residents

All owners/residents must provide the Association a current lease and contact information. Owners are responsible for keeping contact information on file with the Association (address, email, phone number, vehicle registration, pet information, etc.). Owners must maintain a current HO6 Certificate of Insurance on file with the Association. No applications will be processed unless owners have current information on file with the Association (insurance, contact information, management agreements with 3rd party providers, etc.).

The common elements shall be kept free and clear of rubbish, debris, and other unsightly or unsanitary material, shall not be obstructed in any manner, and shall not be used for storage. No articles, including bicycles, electric/gas powered scooters/mopeds, skateboards, furniture, trash, or plants, may be kept on the common elements, under staircases, in hallways, or in landscaped and grassed areas, which shall be used only for their intended purposes. Skateboards, bicycles, scooters/hoverboards, and roller blades are not permitted on sidewalks; walkways are strictly for foot traffic. No article or water shall be thrown, swept, shaken, or allowed to fall from any unit onto the common elements.

Employees of the Association shall not be sent off the condominium property by any unit owner at any time for any purpose, nor shall any unit owner direct, supervise, or attempt to control Association employees. Employees of the Association shall not enter to do any work within a unit without prior approval of the Association or manager.

Children of guests, residents, and owners shall at all times be supervised by a responsible adult when using amenities or when outside the home.

Move In/Contract Service Procedures

Residents must check in with management at least 24 hours before moving in or out. A $100 Moving Fee and a $100 criminal background fee, payable to Park Lake at Parsons Condominium Association, Inc., are required prior to initial move-in. Hours for moving in or out are from 8:00 A.M. to 8:00 P.M. No moving is allowed on weekends or holidays without the Manager’s approval. Any damage to the common elements and/or the condominium caused by moving or carrying articles is the responsibility of the unit owner, and the Association may require a security deposit equal to one (1) month’s rent to cover such damage.

Owners must notify Park Lake at Parsons management two (2) days in advance of any contractor or service company work. The company must check in with management before service begins, and residents must provide the company name, contact information, insurance, and nature of service. Contractors may not begin work before 8 AM and must finish no later than 7 PM. No contractor work is allowed on Sundays except for an emergency.

Cable vs. Satellite Dish

I understand that I have one option for premium television services: Bright House/Spectrum is Park Lake at Parsons’ cable/internet provider. I will not attach a satellite dish to the building or its common areas, and I will be liable for removal of any satellite dish at owner/resident expense.

Noise Control

Excessive noise and/or nuisance by owners, residents, their guests, pets, and workers is prohibited. No one may make or permit disturbing noises in the building or on the condominium property, as determined by the Board of Directors, or play any musical instrument, stereo, radio, or television in a manner that disturbs or annoys other residents or owners. I agree not to play music in my car and/or home at a level that will disturb other residents; bass speakers and subwoofers are prohibited when entering or within the community. I will control the loudness of group gatherings, TV, radios, and stereos, especially during evening and night hours when windows are open, as sound carries. Wind chimes are not permitted outside any unit.

Posting of Meeting and Dates

All meeting notices will be placed in the glass-enclosed board by the clubhouse. Any unit owner wishing to speak on an agenda item must submit the statement or comment in writing to the Board of Directors at least twenty-four (24) hours before the meeting. Speakers are allowed a maximum of three (3) minutes.

Lanais and Walkways

Cigarette butts must be disposed of appropriately. No floor coverings, shades, blinds, or curtains shall be installed on the lanai deck or screen enclosure unless approved by the Association. Laundry, rugs, towels, bathing suits, mops, clothing, or similar articles shall not be hung or spread anywhere visible from outside the condominium, and no articles may be beaten, cleaned, or dusted from any window, door, or railing. Items shall not be placed on the grass for cleaning or painting. Lanais and terraces may not be used to store personal property.

No unit owner shall cook or barbecue on his or her lanai or terrace. The only outdoor cooking location is behind the clubhouse, and electric grills only may be used. Gas, propane, and charcoal grills and gas-operated equipment are prohibited on Park Lake at Parsons property by the Fire Marshal.

Pool Rules and Regulations

Safety is the first consideration. Every unit owner must know the pool rules, which are posted at the pool, and instruct their guests or renters accordingly. The pool gates must remain closed at all times; do not prop gates open or provide entry to anyone without an access card. If your card does not work, contact the office during office hours and do not jump the fence. There is no lifeguard on duty; swim at your own risk. If an extreme emergency arises, please dial 911.

  1. No running, jumping, horseplay, glass, food, or alcoholic beverages are allowed in the pool area.
  2. All persons wearing diapers must wear protective covering to prevent spillage into the pool.
  3. The pool closes at 10 PM on weekdays and 11 PM on weekends and holidays.
  4. Radios around the pool are forbidden, except when earphones are used.
  5. Everyone must shower before entering the pool. Suntan lotions and oils must be removed before entering the pool.
  6. No rafts, fins, balls, toys, or garbage may be left behind. Keep the pool area clean and uncluttered.
  7. If chairs or lounges are moved, they must be put back before leaving the pool area.
  8. No smoking in the pool or on the pool deck.
  9. Owners/renters must accompany their guests at the pool. Two (2) guests per unit are allowed in the pool area.

Vehicle/Parking

Every vehicle must be registered with the office to obtain a Park Lake COA parking decal or guest pass, and must display a valid, up-to-date tag (per state law) and parking decal at all times.

Vehicles must be parked facing forward and within the lines (NO BACKING INTO PARKING SPACES) and may not impede access to another parking space. Parking on the grass and/or curbs is NOT PERMITTED. No vehicle repairs, except emergency repairs, may be made on the property. Any vehicle that cannot operate on its own power for more than 12 hours is subject to removal. No non-operational or unlicensed vehicles, or vehicles with expired registration, broken windows or lights, or other body damage, may be parked for repair or restoration.

Trailers, commercial vehicles, storage pods, motor homes, motorcycles, and any vehicle bearing visible advertising or lettering may not be parked overnight under any circumstances, and may be parked only between 9:00 a.m. and 5:00 p.m. unless approved by the Association. Commercial vans and tractor-trailers must give 24 hours’ notice so management can designate and arrange parking.

A violation of any of these regulations is subject to being towed at the expense of the vehicle owner. Our property is patrolled by AutoPros Towing & Recovery 813-402-2911, to enforce all of these policies. Signs are posted throughout the community. Park Lake COA is not responsible for owner/resident vehicles that are towed. Owner/resident must contact AutoPros Towing & Recovery.

Community Amenities

Entrance doors to the clubhouse, fitness center, pool, and billiard room must stay closed at all times except to enter and depart. Skateboards, bicycles, and pets (except service dogs registered with the Association) are not allowed in or around the amenities, i.e. tennis courts, pool, clubhouse, billiard room, racquetball room, and fitness center.

Trash in the Community

All garbage and refuse must be contained in tightly tied plastic bags and deposited in the trash containers provided. All boxes and cartons must be flattened or thoroughly crushed. All residents must separate recycling into the recycling bins. At no time can a resident place trash outside of the front door; doing so will result in a fine issued by the Board. No furniture, electronics, paint, mattresses, cabinets, etc. are to be disposed of in or around the dumpsters. Violators will be fined.

Pets in the Community

Any resident may keep a maximum of two (2) pets per unit (defined as only dogs, cats, fish, and small birds). Dogs and cats may not weigh more than 30 pounds at maturity. Commonly considered aggressive breeds and mixes of breeds are prohibited to reside and/or visit this community, including but not limited to: Akita, Alaskan Malamute, American Bulldog, American Pit-Bull Terrier (or any Pit-Bull mix), American Staffordshire Terrier, Cane Corso, Chow Chow, Dalmatian, Doberman Pinscher, German Shepherd, Great Dane, Perro de Presa Canario, Rottweiler, Shar Pei, Shiba Inu, Siberian Husky, Staffordshire Bull Terrier, and Wolf Hybrids. Service animals are permitted with proper documentation. Proof of current vaccinations and a photo of each pet must be provided to the Association office upon move-in.

All dogs and cats must be leashed outside the home pursuant to Hillsborough County Leash Law and walked in the designated area only. Owners must pick up and dispose of their pet’s waste; if they fail to do so, the Association may take necessary enforcement action. Pets must remain inside the unit when unattended and may not be left on patios unattended or caged. Owners must obey all use and health regulations, including those of the ASPCA. No pet may disturb other residents’ quiet enjoyment of the property (including barking or crying) or damage any common or limited common area. Aggressiveness, viciousness, biting, or any behavior that causes injury or harm (including emotional distress) to any person is grounds for immediate removal of the pet without the notice requirements below. Feeding of birds, squirrels, cats, or other wildlife is not permitted, including bird and squirrel feeders. No food or garbage shall be left out to feed any animal.

If a resident’s pet violates these rules, the Board may exercise the following remedies: on the first offense, the Property Manager/Association will send written notice to the resident via registered mail asking that the behavior be changed. If a second behavioral problem occurs within any twelve-month period, the Board of Directors may vote by simple majority, at any regularly scheduled meeting, to order the pet removed.

Community Fines

The Board reserves the right to issue fines if any of these rules and regulations are not followed by residents and/or owners and, if necessary, will take legal action. The Board has established a fining committee for all cases subject to fines.

THESE RULES AND REGULATIONS WILL BE STRICTLY ENFORCED. In case of any inconsistency between the Declaration of Condominium for Park Lake at Parsons Condominium Association Inc and these rules and regulations, the more restrictive provision shall control, unless such terms of these rules and regulations are prohibited by the Declaration of Condominium, in which case the Declaration shall control.
